Rafael Garcia’s practice focuses on complex commercial litigation and international law. With an ability to converse in five languages, Mr. Garcia has extensive experience acting as a litigator in matters involving commercial issues and international trade.  Rafael Garcia has acted in a supervisory role to various teams of attorneys, and has represented both foreign and domestic clientele in complex international transactions.

Prior to joining Conrad & Scherer, Rafael Garcia served as the Deputy Director of the Office of Criminal Conflict and Civil Regional Counsel for the State of Florida, Fourth District.  There, Mr. Garcia assisted the Regional Counsel in the direct supervision of attorneys, investigators, and support staff as well as personally monitoring and providing consultation to staff attorneys in their litigation of all matters, including controversial cases and major felony prosecutions.  He also served as a liaison between the Office and corresponding law enforcement agencies, defense counsel, and judges. 

Prior to undertaking these responsibilities, Rafael Garcia served as Senior Assistant Attorney General in the Economic Crimes Unit of the Office of the Florida Attorney General, litigating complex civil fraud cases.  Mr. Garcia also served as an Assistant Attorney General in the Insurance and Unemployment Fraud Division of the Massachusetts Office of the Attorney General prosecuting complex insurance fraud matters.

As a solo practitioner, Mr. Garcia achieved additional litigation experience in the areas of criminal defense and civil litigation.  He also acted as legal counsel to foreign and domestic clients involved in commercial pursuits in Brazil, Central America, and Mexico. 

Mr. Garcia is a member of the Broward County Bar Association, Cuban-American Bar Association, National Association of Criminal Defense Lawyers, and the Education Advisory Board of the City of Fort Lauderdale (2005-2007). 

Languages: fluent in English, Spanish, and Portuguese; proficient in French and Italian
